In 1997, Dr. Phil Yang, historian and author of “The Country Without a Chinatown,” founded the Seoul Chinatown Development Committee with Chinese community leaders to build a new model of global community for the 21st century. This led to the Ilsan Chinatown Project, Korea’s first and largest private development project (68,851.12㎡), with land acquisition completed in 2006.

Dr. Yang personally spearheaded efforts to improve the rights of foreign residents in Korea, which resulted in the introduction of the permanent residency system for Chinese and other settled foreigners in 2002.
